Funding plans implementation
DNB decided to implement the EBA Guidelines on funding plans (See guidelines) as part of regulatory reporting as follows:
- Coverage: All the seven SSM significant institutions in the Netherlands are required to report the funding plans as per the EBA Guidelines.
- First reference date: 30th of June, 2015 with the associated remittance date of 30th of September, 2015.
- Subsequent reference dates: the 31st of December of each year starting with 2015 with the associated remittance dates of the 31st of March the following year.
- Level of consolidation: highest level of consolidation.
While the less significant institutions are currently not required to submit their funding plans according to the EBA Guidelines, DNB will assess the possibility to introduce them as part of the SREP/ILAAP process for LSI’s.
Interaction with the STE exercise
In order to avoid double reporting for the period of ECB’s Short Term Exercise (STE), the aforementioned institutions will only be required to submit their funding plans via eLine starting with the reference date of 30th of June 2015. DNB will fill in the data received into the STE templates.
For a particular reference date, the remittance date will be the earlier of the remittance date for regulatory reporting (outlined above) and the deadline for submitting the STE templates to DNB. Given the STE timeline, this means that the remittance dates for the funding plans will be the deadlines institutions receive for submitting the STE templates. Once the STE stops, the remittance dates will revert to the regulatory reporting remittance dates as explained above.
