Any party wanting to pursue the business of a bank in the Netherlands that is not exempted by law must hold the appropriate licence from the European Central Bank (ECB). You can apply for this licence through De Nederlandsche Bank (DNB).

Submission of an application
You can submit your application through the Digital Supervision Portal. You will need eHerkenning to use this.

Be sure to complete the application form fully and truthfully and make sure to enclose all the required documents.

The explanatory notes to the form provide more details and describe what we expect from you, so please refer to them when completing the form. (Tip!)

Working language is English
The ECB has the final decision on your application. Communications on your application will be largely through DNB. In order to enable the ECB to decide on your application without unnecessary delays, the application form and the notes to the form are provided in English only. Correspondence is also in English.
