Once the revised Payment Services Directive (EU) 2015/2366 (PSD2) is implemented in Dutch law, businesses wishing to provide payment initiation services must hold a licence1 for payment service 7 in Annex I to PSD2. It is not possible to conduct these activities under an exemption as may be the case for certain other payment services.
You can use a digital form to apply for the licence, which we will make available in good time in the Digital Supervision Portal (DLT). To access the Digital Supervision Portal your business or legal adviser must have eHerkenning.

As long as the transposition of the Directive into Dutch law is not complete, and a draft bill has not yet been submitted to Parliament, DNB is not able to publish any specific licence requirements that will apply in the Netherlands. For an indication of the conditions to operate as payment initiation service provider, we refer you to PSD2 and to the Guidelines published by the European Banking Authority (EBA).
